with a 402 stroker, id personally go TD althought a properly setup y-pipe will flow as well as TD, duals with have more power under the curve

A well made Y (with a merge that scavenges well) can perform pretty darn well. As already mentioned by liquid.
I've run both TD's and a good Y successfully. I liked both. In the end, I liked the clearance/convenience of the Y.

How much bhp do you think you're making?
A good Y setup will work just as good, as a Y scaveng's just like a X pipe does. The only limitation is in pipe diamter. A 3" tube can not flow as much gas as two 2.5" tubes. However there may only be 10rwhp difference or so between them on a 420rwhp motor if they are setup up well.
A good 3" Y setup witha muffler that flows enough to handle the gases for all 8 cylinders (many mufflers/cat backs don't so CHECK!!!) should be fine for most poeple most of the time.
The other advantage of a Y is there's less pipe work, generally better clearance, less issues getting over/under the axel and doesn't need to be custom fabbed.
Plus if you plan on running a body mounted torque arm then duals (with an X pipe) can be near impossible to mount (or at least far more difficult).
Duals do sound good and subtley different to a Y setup, but to be fair a Y setup doesn't sound bad.
So my vote is for a Y setup unless there's a specific reason you want/need a dual setup

I had pacesetter LTs, Dr. Gas 3" X pipe, Flo Pro Twister mufflers and then dumps before the axles. I just switched and went to the Edelbrock Victor stepped headers with slip-on merge collectors, stepped ORY, and magnaflow catback. I plan on picking up power compared to my duals.

A good dual setup will always make more power than a good y setup. Is it enough to be worth the loss of ground clearance and legality issues? Thats up for you to decide. Scavenging aside, duals will make more power because (2) 2.5" pipes will flow more air and at a higher velocity than (1) 3" pipe. Most of the duals gains over a well built single exhaust will be under the curve.
