Thread Lock on Oil Filter and Plug?

Thread Lock on Oil Filter and Plug?
I am looking to buy a 98 TA WS6 and while inspecting the underneath this afternoon, I noticed what appears to be blue thread lock compound dripping (dried) from the oil filter and the oil plug on the oil pan. This worries me. Does anyone have any input or advice? TA has 65K miles and guy is asking 12k.

First of all, thats overpriced. Secondly, there is no need for loctite on either because both use gaskets to seal. Maybe the guy loves to use loctite on everything, some people do.

That blue stuff is used by quick lube oil change places so they can make sure nobody tampers with the plug or filter after it leaves.

Thanks. I called Wal-Mart--this is where the owner gets his oil changed and they said they put the blue stuff on all the cars they work on. I feel a little better now. I was hoping he hadn't scraped bottom and busted threads on the oil filter adapter.
