What's the cheapest why to reach 400+rwhp for 98' ls1 without nitrous?
My current set-up is:
55,000 miles LS1 M6
4.11 gears
UMI lower control arms
UMI panhard
UMI adj. toque arm
LS6 intake
BBK 80mm T/B
Granatelli mass air meter
SLP lid
Edelbrock shorty headers
Hi-Flow cats
SW 2.5" y-pipe
Flowmaster cat-back system
I know I need the computer programmed. I know I could probably hit it with a cam and a set of heads ($3000) or STS turbo system ($4000). I don't want to fool with nitrous. So what do you suggest I start saving for?
Any help would be appreciated.

lose the shorty headers and get long tubes. lose the 2.5'' ypipe and get a 3'' ORY (no cats) and KILL the flowmaster because that is robbing a lot of horses. After that, get a cam (something along the 224-236 range) with all the needed parts to install the cam (TSP has a kit you can buy, check their site) and along with a tune, you will be right around 400 to the wheels without heads or nitrous or forced induction. The cam and the kit will only be around $500-700 for everything and the tune will be around $400. You really need to lose the shorties and the flowmaster tho because those arent helping you at all and you might as well be stock. hope that helps. check the internal section, there is a lot of good info there on cam only setups, etc.

I had hollowed out cats and a LM1 exhaust. I HATED THE SOUND!!!! That is the only problem. I do plan on upgrading to a set of longtubes and 3" y-pipe, but I can't find a muffler that sounds good. I DO NOT like the popping andcracking sound that most exhaust systems make once the cats are removed. Maybe i will just save for an STS turbo systemand that will definetly make me hit over 400rwhp.

Um most after market exhaust are going to pop, on our cars or any other make so thats just a given
You just want a cleaner sound with less rasp

Get something like a Corsa, GMMG, etc.. They have a nice non-redneck sound..

the "rasp" in our cars comes from the Y-pipe design. Most all manf. of the headers have the Y-pipe going straight on one side and then the other side coming off the collector and making a sharp transition into the other existing pipe. It's like the letter "K" but cut off the bottom right kick. It needs to be like a true "Y" for massive reduction of rasp. A lot of the guys will buy that flowmaster merge collector and custom make them a y-pipe because that merge is a good design. Most people like the "bolt-on" and go though so.
Also anything with no cats and a decent flowing catback is going to be loud as hell. which can be good...or bad...hehe

As mentioned it's easy to 400RWHP in am M6 cam only. I'm at 427 cam only with the 90mm intake/TB setup. With $4K I would buy a cam kit ($700), LT's and ORY($600), better catback ($400), stage 2.5 budget heads ($1500), and all install pieces like gaskets, etc. ($200), plus a tune($500) and hit anywhere from 450-500 RWHP EASY with a total from the above estimates at $3900!!
