Looks like some kind of one way valve in a vacuum system. Can you see where the other end is? It looks like it goes toward the passenger compartment. Is the other end pulling vacuum when the car is running? Without being able to see where it goes, and having little experience with 98-02 F body (i'm a first gen f body guy), I would say check your heater controls. I think most modern cars have the heater doors controled by vacuum, though I may be completely wrong. See if your heater controls are working ie switching from the dash to floor and defrosters etc.

I havent started the car as I didnt know if it was part of the pcv system..... so to replace it its just as simple as getting another 3 way connector like that one? That line goes to a cylinder shaped thing, next to the horn. It has a 2 nipple type fittings with only one of them connected, and that goes to the thing I broke. So its okay to run the car as long as the ac is off? Thanks for the fast replies guys.

It's very common for those small black plastic vacuum lines to break. Over time and with heat they get brittle. The line and end fittings are all available at most autoparts stores. The rubber end fittings slip right off the plastic line. Often times its easier to find rubber vacuum line to slip over the broken plastic line.

LOL yeah when my oil pressure sender broke and I had to pull the intake those broke on me too. I fixed em with heat shrink though. Heat shrink, super glue, and a lighter. Everything works fine too.
