I think preload, at least on the newer LS7 Lifters, is like 0.060" to 0.100" so there is a little wiggle room in there. I set my preload at 0.080"
With proper length and preload it should be reasonably quiet.
Pushrod length is easy to measure and pushrods are easy to replace so you might as well measure and make sure you've got the correct length.
And yes, the rocker arms require 22ft lbs
