So let me ask this... If I were to run a crank scraper, would I need to run a windage tray as well?

Yes, the scraper is designed to sandwich between the main caps and windage tray. It is a multi-tiered system

The scraper removes excess oil that clings to the surfaces of the rotating assembly, allowing for faster drainback. The oil that is "peeled off" drains back to the sump through the windage tray.

The windage tray keeps what has already drained back from being disturbed and drawn back up into the windage cloud. The scraper by itself would not do this due to the large open areas in it

This is exactly right. The only exception is our C6 Corvette baffle and scraper kit, which replaces the factory windage tray. In this kit the baffle and scraper together perform the function of the windage tray in addition to the crankshaft wiping and oil pan baffling function.
