Idle issues w/ TR224?

Idle issues w/ TR224?
I am having some idling issues w/ my engine swapped rx7. It has a TR224 cam in it. It would idle, but if I were letting the RPM's drop after say, taking it out of gear, or revving it, it would jump down in the RPM's and die or get at least very close to dieing. I can get it to not do that by adjusting the TB stop screw higher, and when I am at a stop it will idle at the desired 900 rpm's its set to in the PCM. However, if the car is moving it will hover where ever the TB screw has it set. So, for example, it is idling at 1500rpm's when the clutch is pushed in and I am moving. When I stop the car completely, the RPM's will come down to the desired 900RPM's. Is there a way to make the thing go down to 900rpm's while moving? I've never been in a car that didnt go to normal idle when it was moving...
I dont know if this is a tuning issue (it has a mail order tune on the PCM) or I am a dumbass for not setting the screw correctly or doing something else wrong?
help!

Ok, once my T224 cam was installed, I had 2 issues related to the tune:
1. Constant stalling when trying to reverse the car (M6),
2. RPMs would hang high when letting off of the gas (cruise control effect).
I was able to smooth both of those problems out by:
1. Increasing 'Idle Air' Table Values,
2. Increasing 'Idle RPMs' values.

I have the same cam, in the same car . I had the cruise control effect after letting off the gas, my tuner claimed he could not tune it out with no iat sensor(just had a resistor in place) and because I had drilled my tb hole to 1/4". I unplugged the idle speed controller
for now and have a nice 900 rpm idle, although I have to feather the throttle for a minute on a cold start.
