106 in/lb is the correct torque value for the lifter trays.

106 inch lbs / 12 = 8.83 ft lbs, or in my book snug.

Hand tight with a small 1/4 inch ratchet will do the trick.

What do you mean they do not fit? I have the same lifters (GM Part #17122490) sitting on my workbench ready to go in with my new cam. Everyone has told me these are the right ones...

my LS7 lifters fit perfect into the tray, how the hell where you trying to put them in? I wouldnt worry about it too much if you can tighten them snug use some red loc tite on the threads.

I dont know why people say to put them in the bores then put the tray in. The ONLY way have or anyone else I have seen is to put them in teh tray then put them in the block easier and simpler even if the are worn you can tilt the tray in sideways so they dont just fall out.
