Yep, it is most certainly a vacuum leak. I had this same issue. Mine ended up being the rubber on the PCV valve actually dry rotted and had a crack in it. Just run your fingers on the hoses you can easily get access to with the vehicle started and you will find it when you finger sucks to the hose. You might be able to just hear the leak too.
Good luck.
Good luck.

I Had The Same Thing Happen After It Got Tuned. Car Drove Fine And Idled Fine Then I Picked It Up From The Tuners And The First Day I Drove It Was Fine The Next Day I Would Come To A Stop Light And The Rpms Would Stay At 2k I Didn't Touch Anything Under The Hood. If Its A Vacumm Leak Were Would The Most Common Spot Be?

I got the same issue, but mine will surge up (like 1500 or so) at red light or stop sign. But not all the time, just most of the time. I was told possibly a leak, but I don't know where to look to try to find the leak.
