Yes it can be done, and filling the block will help.

Would not however spray a 400 shot on a 4.070 bore stock block.

This has been discussed on here many time.

One block might be fine and another not. The bottom line is you need to get your block checked to find out the thickness of your cylinder sleeves.

Are you trying to repair or chasing displacement?

Ive got a 4.065" bore on an LQ4 block, with no filling, and sprayed 150 a few times...no issues at all. its gonna get a Procharger sometime soon. The nitrous is quite a bit harder on the engine than around 12-14 psi of boost will be. I got lucky that my block doesn't have core shift issues though. I have a friend locally who had a 416ci with an iron block (4.065" bore) with an F1A procharger that split a cylinder.

Stay to .030 over. the cylinder walls are very mild cast iron not hard at all.

Camster, said it right stay @ .030 over bore You will Not see that much of a improvement if any, but the Reliability of the block will be compromised with anything other than a N/a 6.0 build. Factor in the block is now useless once bored over .065 - .070.

I agree, on such an application strength and reliability is going to be much more desirable than a few extra cubic inches of displacement. Trust me, you won't miss 7ci when you have a 400 shot going through the engine.
