You need to get a top-grade CD-R with a dark dye,
not the pale green cheapo ones. I've done OK with
Maxell Pro, if you can find Verbatim Datalife or any
"archival grade" data CD-Rs these ought to work.
I made a bunch of coasters out of Office Depot
ones before giving up on that grade of blanks.

Are you burning it as a MP3 CD or as a music CD? I had zero problems with my stock radio when using Roxio, Windows Media Player, etc to just burn a music CD. Give or take 18 songs/disc. Also make sure they are CD-R

Of course, it seems your problem was just bad discs.
I've never had a problem with CD readability in my '99 if they were freshly burned and not scratched. I never use RW's - except in 1st gen Xboxes - they're expensive for what they are and slow to read/write to.

There's a good answer - spend a couple hundred bucks to solve the problem of which 10 cent CD-R blanks you should record with.
