by "staggered" do you mean rake? (lower in the front than rear)?

if so, it's really not that tough. you have quite a few options.

first off, do you NEED a 28" tire? they are very tall, and require some suspension modifications to work most of the time. Ex: Adj. Panhard Bar, Adj. LCA's.

now, on to the lowering. You can buy lowering springs. the cheapest i've seen are BMR's. i think they were about ~175 for a set of 4. ~1" drop. if you're looking for more than that, you might look to QA1 Adj. front struts. they let you go up or down on ride height about 2"+.

I would say first decide what your goals are for the car, (hp, %track use / % street use, gears), do some searching around on here, and then you might have a sense of direction.

i dont really need 28 inch tall tires i just want some meaty tire's for a stock setup and yes i want to lower the front.... but i just want it to look mean as can be with the weld wheels. i also want it to be able to drive on the street for some racing and also car shows.

A 28" tire will work. I had a 28x9 ET Drag on the back of my TA. The 15x10 wheel actually made the tire wider for a better contact patch. I had the stock lca's and panhard on my car. I had more than enough room in the wheel well.

If your stock I wouldn't go with a 28" tall tire, I would stick to like the 275/50/15 MT or something similar that is close to a 26" tire. Also will the 15x5's fit the front? I know the 15x3.5's require a spacer or some grinding to the calipers.

I have complete stock suspension exception to sfc and p/h bar. With qa1 coilovers with 300lb springs for the front.
