Default No driver side cooling fan

After reassembeling my car and getting it retuned we noticed that the driver side cooling fan won't turn on at all. its plugged in and all my grounds are good, all my other electrical works just fine. The fan comes on when you hardwire it up so I know the motor works and I replaced all of the relays with no luck. The temp sensor works just fine so I know thats not the problem. The pass side fan works fine on low and high. The car actually doesn't get very hot but if I sit in traffic for a while only the pass side is helping to keep it cool. Do you guys have any ideas?

Correct me if I'm wrong but doesn't the one fan only come on when it gets really warm?

Use a meter and start checking wiring. See if the relay is getting the signal to turn on for example.
