Default Starter bendix occasionally hits new flexplate/flywheel

Hi, I was swapping transmissions and installed new flexplate in place of my old flywheel. Now when engine runs, occasionally starter bendix hits the ring gear on the flexplate. It didn't do this before. I wonder, shouldn't bendix be retracted by some spring? I didn't drop the starter or hit it so I can't see how I could brake it so that it doesn't retract bendix anymore...

Anyone? Should bendix be pulled in, or is it normal that is slides freely?

I took off the starter. When placed horizontally, bendix retracts some .15" from full-out position, but if I place it vertically, it almost touches the stopper. So it looks like it's trying to retract but way toooo weak... What could be the problem?

What exactly? Fork lever looks OK, solenoid - there's some spring obviously, but I don't how far out it should push the solenoid plunger, of course.
It looks to me that CSR flexplate is plain wrong for LS1...
