Judging by the language used in the comment section (Russian), it's probably in Russia, and I doubt the government will do anything about it. This is also why there are high crash safety standards in the US. I highly doubt if that vehicle was built to crash standards here, it would have disintegrated like that. The occupants may not have lived, but they might have had a better chance than having their car turn into a million pieces. Money buys safety in countries like Russia, crash ratings are much lower and the low end cars that are real cheap usually barely make it passed those standards.
