Default f1A back feeding help!!

i know its on my LT1 but its all the same principle. my intercooler was plugged so i put a brand new one in, so there should be no restrictions. as im cruising i can hear my bleed off pressure back feeding through the blower. its also only building 5 psi of the 18 it should be, i checked my ATI race bypass and its functioning properly i.e. the diaphram is not torn, im frustrated as i cant figure out whats going on... has anyonne encountered this before? i called procharger and they where like talking to a brick wall...
