With a 98 you can simply plug and go. Thats how i currently have it running most of the time. However, it will stay on when turning the car off. So you manually have to unplug it from the obd port.
To have it turn on and off along with the car, you need to either splice it into an ignition accesory or add a new circuit which is what i did with my z28. All you need is a 10amp fuse and a "add a circuit" wire from autozone. They are like 10 bucks iirc and it plugs straight into the fuse box on the drivers side door.
When i get home from work, ill try and get a link to the piece you need. If you decide to splice, you wont need anything else. Just depends on how you want to set it up. Let me know if theres more questions.

It plugs into the drivers side where all the fuses are at. And youll need is a 10 amp fuse.
It can read throttle percentage, 0-60, scan and clear SES codes, knock retard, true RPMs, timing advance, coolant temperatures, oil pressure, vacuum, shift light, etc...
