Looks like passenger fascia to bumper. The headlight cover is on the left

Thanks for answering guys, i didn't realize the pic is not discriptive. It is the passenger front fender that is lower then the bumper cover.

Has the car been in an accident where the fender was replaced? Looks like it may be a cheap aftermarket replacment fender not fitting well.

Good possibility, I bought it this way and I would not be shocked. So I am guessing there is no bolt around there to shim or adjust it?

Now that I am sitting here thinking about this, the same fender in front of the wheel where it meets the bumper cover has a small dent or a belly. I said to my self how is this possible if the fender is plastic. I can try to snap a pic but not sure if it will come out. If this fender is so poorly made this way I wonder how they sold any. I hope I can make it better, it doesn't have to be perfect. Sorry for the long wind/post. Thanks guys.

OEM fenders are a urethane plastic. Not positive on the birds, but on the Camaros the upper corner isn't mounted to anything, it is just shaped and the mounting point is the horizontal seam where the fender and bumper meet.

Makes me think it is a poorly made aftermarket fender.

I think your right and it is a .10 fender. It does have a screw on the inside but that may have been installed to get the fender close by the p/o or body shop butcher lol. What i think will work is this:
I will make a bracket in the shape of an n w/ one side on the bottom longer to screw into the body and the top of the bracket will push up the corner of the fender which is doing the nose dive. I think it will be a big improvement.
