carbing 02z28 i have a few questions
1) do i need to sump the tank and runa external pump
2) this is a NA engine would a BG 280 be enough?
3) which regulators does everyone recommend?

Carbs don't need sumped tanks the way EFI does. A good sump can help if you plan on road racing. The EFI pump you already have should works fine with a carb. Just get a return style regulator like a Mallory 4309. Aeromotive regulators are also very popular on here.
That BG 280 pump is way bigger than you will ever need. Think 100 gph for 450 hp. A pump half that size will fuel a modded LS3 with nitrous.

you can get all the fittings you need from Jegs. On my 98 TransAm the fitting that I used on the fuel line was part #799-644-133. The return line fitting was 799-644-113. I may have to change return line to -08AN from the original -06AN size if I have issues controlling @ low pressure. Also, I used the Areomotive regulator part # 027-13204. That's the one recommended on here.

The fittings will simply plug into the stock fuel line. I disconnected mine where they run vertically on the wheel well/shock tower. Mounted the regulator there also. Get some elbows, hose and other fittings and plumbing is pretty straight forward.

Just so you know.....We found the fuel pump wire and got it going. The return line actually runs to the evap canister located in the fender well behind driver's side rear tire. There is an odd looking connection mounted above the rear axle that has a line from that canister. It will puke gas like as ****. Looking at posts concerning bypassing canister.
