Do plugs and wires, along with running some fuel injector cleaner threw it My friends LT1 was slow as **** when he first got it, well, slow for a lt1, but he had plugs and wires put on it, along wit hthe fuel injector cleaner, and it runs great now.

Its an LT1, its ALWAYS sluggish,
Changing plugs and wires is a must. I changed mine at 100k and the car ran a hell of alot smoother afterwards. Run some Seafoam through it before you change em out though.
Dosent hurt to check the filter either. Hell, just get a k&n drop in.

Start with the basics, check fuel pressure, put a vacuum gauge on it the readings should be steady between 14" and 22" HG. Also try and find/borrow a scan tool to see how she is doing ecm/sensor wise.
Timing is probably off, but give it a full tune up complete with all filters and fluids can't hurt.
I'm sure it just needs a little maintenance and it will run fine.
