Need some advice
I already have some stuff done to the car, but I need more power or make the car sound louder. The problem is that I am in my first year of college and I am not going to have a job for at least one year so I am tight on cash. I am thinking getting headers for around $500 or get an e-cutout. Which one of these would be a better investment in the money? Thanks in advance

I would get a cutout, (like stated above) and save for the rest. Its hard to be bitten by the mod bug and not be able to do anything about it. I know. But 45 bucks for a man cutout is an easy cheap mod. It is a LOUD one too. I promise

I had my car smogged a few weeks after i put my cutout on and i just put the cap on so it would quite down. The guy that smogged my car looked underneath the car from the driver side and the cutout is on the passenger side.......so he either he didnt see it or he just thought it was suppose to be there. CUTOUT FTW!!

I'm going to be the odd one out and say get the headers.
If you already have a decent catback the cutout probably won't gain much power wise. Headers will.
EDIT: I see you have the loudmouth catback. The cutout probably won't gain anything power wise. Not even that much louder. Headers and a ORY will definatly make the loudmouth really loud. I know that from first-hand experience.
