Whatever you plan on spending from the start, double it and add a thousand. That should get you in the ballpark.
Think about your...
Turbo
Fuel Pump
Injectors
Hot side
Cold side
silicone couplings
v band clamps
Trans
Clutch
Rear end
Driveshaft
Bottom end
Heads
Gaskets
Fans
Oil lines
BOV
Wastegate
Manifolds
Etc.
A turbo kit can be made pretty cheap...but like any other project the "I might as well take care of it while its apart" mentality will put you in the poor house.

Way too much
Seriously:
STS + injectors, boost gauge, BOV, & meth kit (used): $3500
Modding exhaust so it looks decent: $100
Heads (LQ9) w/ dual springs: $800
Gaskets, etc to install heads: $600
Return Fuel System (w/rails): $800
Fuel pump + wiring: $250
FMIC: $700
HP Tuners: $650
Wideband AF gauge: $450
Plugs, wires, and all the little bs pieces: $300
Still looking to spend another $1300 on the following:
Exhaust wrap + retainers.
Cobalt MAP sensor
Elecric Fuel Pressure Gauge
Electric Boost Control
New BOV
So....already at $9450 and doing all the labor myself (to include tuning). To think I saved $$ buying this kit used too.
This should give you an idea. Front mounts are even more expensive and SC's will be around the same (+/- $1K) once all is said and done.

I have been trying to stay on a budget for my build. I bought the car with a 12 bolt, ram clutch, 114 lsa cam, 918s, ti retainers, hardened pushrods, and coated longtubes, so that took a lot of the cost out of it. Here is what I did.
Found an sts kit with the upgraded turbo, fuel pump, injectors, and bov for $2700 used on the forum.
Sold the injectors for $230 and found a local guy selling some mototron 60s and gauges and a pillar for $500.
Sold the borla that was on the car for $365, and installed everything.
I also bought the racetronix wiring harness($80) and new plugs and wires ($60).
So that comes out to $2745 out of pocket.
Now, assuming that you don't get as good of a deal and you don't have anything on your car, that comes out to $3340ish.
Now add in tuning (get efi live and a roadrunner to use for free from work), and thats around $600 for a good tune.
Other upgrades that I am planning on doing include new fuel rails, a boost referenced fpr, and a -6 feed using the stock line as the return. That will probably cost around $400-$500 (I have no clue).
Also, I need to do the front mount intercooler which is around $800-900, or at least $400 if you fab it yourself.
In addition to that, I plan on getting a nice boost controller for around $500.
So what will come out of my pocket is around $4500 for the super budget setup, and what you will probably spend if you hunt the for sale section good enough is going to be close to 5k to do it right.

Haven't done anything yet, but over the next few years if I ever decide to make the jump, I figure I will spend about 20K for it to be complete
You can get away with spending half of that, but I believe you will be living on borrowed times with several high dollar parts

Here is a quick breakdown for my combo to give you an idea:
-- Motor - forged 346 w/ AFR heads and custom cam, LS6 intake. Comp 921 springs. $8,000
-- Turbo kit - $9,000
-- Fuel pump, 60 # injectors, KB BAP, Meth kit - $1,500
-- Built 4L6X, Yank Convertor, trans cooler, etc - $4,500
-- Borla catback + x-pipe - $750
-- Blitz EBC w/ LC-1 WB02 + Boost/fuel gauges - $1,250
That's $25,000 and that's not adding one dime for labor (other than assembling the motor).
