Default not shifting out of 2nd till 50-60mph

I'm looking at a 95 Camaro z28 with this problem. I assume it's probaly a shift solenoid problem? Can anyone shed any light on what this could possibly be?

I should be able to pull the code with a basic scanner correct? Damn it I just realized 95 = OBD-I and my scanner is OBD-II

TTT.. I bought the car and It has a delay shifting into Drive. The fluid is a little burnt in color and is overfilled. The pan is also dented.. Would a overfilled trans make it not shift correctly?

Well over filled can cause low line from airiation but would have to be very over filled , but with the burt fluld I would now think 3-4 clutch is dying as a possibility

I took the car for a drive after I posted and got on it and it doesn't slip and pulls great through 1st but shifts really harsh into 2nd gear so hard it chirped the tires.

I would check and see if that tune is stock. The transmission tune could have been edited and it sounds like the line pressure/shift firmness is cranked up - not good.

Alright so I finally fixed the coolant leak that was preventing me to drive it far at all (finally had a nice day here).. So, I pulled the plates off my 98 and drove it around for about 10min or so around town and I'm going to describe this as best as I can.. The car shifts 1st through 2nd fine but I couldn't get it into third even upto 65mph (I didn't want to push it on backroads considering the car isn't registered) But I noticed everytime I let off the RPM's would drop to idle and if you get back on the gas the tranny would kind of thud and lock up again. It didn't even try and shift past 1st and 2nd.. no slipping or anything I'm stumped.

Also the Engine is a 94 not a 95 like the Camaro... So I am assuming the transmission is a 94 or 95 if that makes a difference?

TRY unplugging the harness from the trans on passengers side, This wll put the trans in third gear if the 3-4 clutch is intack , It will feel likes its lugging if so then the 3-4 clutch is in one peice if not it will feel like its in first,This will also eliminate any valve body issues since it will prove that if the PCM turns off the two solenoids that 3rd can happen. Have you scanned for codes and do you have and SES light on ?

No SES and I don't have a OBD-I scanner I'll try and borrow one from one of my friends. Is the harness easy to get to? what would I be looking for? By the way the sooner I get this figured out the sooner I can sell this car and put the money towards my built tranny fund from you guys

its not real bad to get to its on the passengers side just above the pan rail next to the servo, you have to squeeze the wide side to release the plug. What you will be looking for when you do this is wether the car then ends up in thrid gear , You will need to drive it to figure that out , make sure the plug is away from the exhaust , The car will feel ery sluggish taking off and as you increase speed you will be able to tell that its allways in 3rd gear, That is if the 3-4 clutch is ok if not it will still feel like its in first gear,

I pulled the harness and success! The clutch packs are intact So what could possibly be wrong? now I'm really confused.. Transmissions are not my area and I don't know anything except the basics really

Well things just got a bit more complicated . Now you have to figure out why the PCM is not comanding the shift which apparently it is not. You are going to have to 1 plug the harness back in ,2 clear the codes there will be several from having the harness unpluged, 3 get with someone with a scanner who can look at the data stream in that model year and try and see why the command is not happening ,Look at such values as VSS, TPS, TPMS, etc to try and figure it out.
