Default could this be caused by a tune?

I had rebuilt my tranny about 4 months ago and when i did this i put a 3500 stall in the car. Shortly after i had it tuned to help the 2-3 shift. About 4months later the converter goes to **** so i pull the tranny out again. I have the tranny inspected and i have my stock converter built to a 2500 stall. I finally finished the install today and it feels really bad. At certain speeds it doesnt downshift when i floor it, and when it does downshift it lags, and the shifts are feeling really soft. Also when i went to stall up the converter it went all the way up to over 3000 rpms on shitty street tires. And it shifts really hard at half throttle. Im wondering if because my trans is tuned for the 3500 stall it is causing all these probs and i should just have it retuned. I really dont wanna pull out my tranny again. And i dont understand why else it would do this if both the tranny and torque converter were just rebuilt. Any help is appreciated

Not wanting to be the bearer of bad news but sounds like you have a trans issue not a tuning issue , As for the reving way over 3000 unless the wheels were spinning that could be the trans slipping

i just test drove it again and now it stalls up to 2200 and then starts to spin, which is about right for a 2500 stall, and the downshifts are better. I think it just didnt have enough fluid. But i still think the shifts are soft considering the guy told me it would break my neck.
