How to increase fuel in open loop,
VE It is established 99%.

Well if you're wanting to richen the mixture based on the lean AFR readings from your dyno run, PE is all you need anyway. If the car is in open loop, going WOT will bypass your open loop tables and use the PE. The only reason you would want to dial in your open loop tables would be for an open loop only tune for fuel economy. (That I can see anyway.)
