IMHO it will be more of a restriction than a help. What's the rest of your cooling setup?
Since you're in Hawaii, you should be able to get away with 100% distilled water and the right amount of Water Wetter, which should help lower temps ~20-25 degrees if you are running the factory coolant ratio now.

i have a becool rad and a sphon fan when i cut the ATI shroud i cut it to low so i could not get the blower back in, so i put it on the other side(front) of the rad, cool thing is that its going to be blowing right into the hole i cut out, so im going to have 1 fan(ATI) behaind the rad and one in front of the rad! i think it will work but im not for sure, guss ill find out

Its not going to work very well. The hole you cut in your shroud is causing the existing fan to pull air through it, and not through the radiator like it should. If I'm understanding you, you wanted to put the 9" fan next to the ATI fan like many others have done, but you cut the hole for it too low and it hits the blower, right? The best solution is to just make another shroud out of aluminum like the ATI shroud. Its flat and should be really easy to duplicate. Either that or make a patch panel and mount the fan where it needs to be. FWIW, I tried what you are attempting and even used a bigger fan (14") and it didn't work for ****.
