so after trying the washer idea and not totally being satisfied with the out come I decided to go a different route...A bunch of washers at the end of the 3 inch muffler clamp didnt totally work very well so instead I went to Truevalue and picked up some 3 inch u bolt plates and now the bushing has a flat surface to rest on and the sway bar isnt rubbing against the rear end...

+ I picked up energy suspension endlinks from kragen for the rear but after calling them turns out the company doesnt make any for the rear of a camaro just the fronts(9.8118r) so I think I might keep them and reuse the old sleeve if it fits.

There are mounts that you can weld on that will allow you to bolt your sway bar right up.

yea I was thinking about getting those but 3 inch muffler clamps and 3 inch u bolt plates are working fine so far
