Alternator Issues.

Alternator Issues. Why would a alternator only put out 11 volts while running and not 14+?
It just started this about a week ago. It fires up but it will not charge my battery. I bought a rebuild kit with new brushes, ect, and it acts just as it did before. If my alternator just shot after 18 years? Or is there another solution? On that note does any one have any suggestions where I may find a new one for a decent price?

I got a complete new one, no core, several years ago, from a place called NQS Internet, Inc. Their site is (or was, at the time)www.alternatorparts.com.
