Default Rpms

When driving my lt1 the rpms jump and it hesitates but just for a minute or two then it stops any thing to help me out

It's a 94 how can I check and it can't be jumped either

U can't use a scanner in a obd1

Yes you can, you have to have the correct cable. shbox is the master at these cars.
