Default Electrical Issues: 97 Camaro z28

I just purchased a 97 z28 6 speed fairly cheap knowing that it has problems.
I got it home put a brand new battery in it and when you turn the key on none of the gauge lights or odometer will come on. The radio comes on and works. The car will not start (won't even crank over). Previous owner said he thought it was the pcm. I swapped the pcm from my 95 z28 auto into this car and it does the same thing so I am thinking it is not a pcm issue. I was wondering if anyone had any ideas on what the problem could be. Thanks in advance for any help.
Edit: Previous owner wrecked the car so both air bags are blown. I was planning on making a track car out of it so I was going to gut it if I get it running.

Have you done the basics, like check all of your fuses (both the inside AND outside compartments)?

I checked all the inside fuses. Haven't checked under hood fuses yet but Its on my list. Also the ground strap from the block to the unibody is connected but not in the best shape so I am planning on changing that today also.

Check all your grounds too.. Clean them, the bolts connecting them to grounded surface, and grounded surface with a brass wire brush.. Brake cleaner if needed.

Check the ignition switch, everytime Ive had one go out thats what it does. Turn the key and everything goes black on the dash

If you dont know it sits on top of the steering column, Its easy to drop down it is a white box . Look for burn or arcing marks on it

I'll second checking the ignition switch or it's connection. Turn key to ON and see if any of the fuses that are powered when the key is ON have juice.

when you try to start it does the security light flash?

The red light in the center of the dash flashes the whole time the key is on. The one in the cluster does not come on.
