i recently had a shop install a new oil pan and a few weeks later i hear this sqeaky noise, removed the valve covers and realized there are 2 roller rocker arm assemblies one on each side not pumping oil but the rest are working just fine.

easiest thing to do would be remove the rocker arm and check the pushrod to see if its clogged, it takes no longer to do that then to make this post. They also may be out of adjustment since they are aftermarket which means someone else installed them and human errors are likly. Are you getting any ticking noises yet?
Is the engine idleing or are you revving it? how long did you let it run? LT1's dont flow alot of oil at idle and alot of people freak out about it.
You should also look into new springs befor something bad happens, hell maybe it already did happen and this is the result.

you dont need a torque wrench but its a little more complicated then just tightening it down. From what youve described your intake valve on cyl #2 and your exhaust valve on cyl#5 are the ones that are the issues. the problem is that one can be adjusted when #1 is TDC and one is #6 TDC.
Use this link and go to the method 1 with engine not running and read. You can get the engine at the correct TDC and go from there. You will need to go to zero lash, where the pushrod does not spin by hand, and then whatever stock preload is.

on the right side of the engine rocker arm assembly #2 while trying to tighten the rocker arm nut 1/4 turn and or 3/4 turn (where theres no slack on the push rod) when i crank the engine the whole assembly is not functioning at all. and when i tighten the nut a little more the engine idle is rough as i loosen the nut the engine seems to rev high. whats going on ?
