So, what temp are you thinking the fans come on? 226°? That is the stock fan threshold. Verifying this with a scanner?

right off of the bat i would think one of the sensors are bad. ether the gauge sensor or the ecu temp sensor.

Okay, so you put in a new ECT (engine coolant temperature) sensor and the problem didn't go away. 1. Have you properly, completely, and repeatedly bled your radiator? 2. Have you verified the temperature is correct? The gauge on the dash is rather inaccurate.

Yes I have bed the system no air in it at all if I'm running ect sensor unplugged it runs great at low temps . The cut on factory is 226 yes which is about half way on guage give or take it don't come on it will over heat get to 250 if fan is not on all other stuff is hooked up right and it works correct as long as fans are on just over heats when fan won't cut on at needed temp yes have checked temps by other means other than guage via laser thermometer its for sure getting hot hooked to obd1 code reader its throwing no codes ????? What's next. Thanks guys

You must use a scanner to see what temp the PCM is seeing and if the fans are being commanded on.
