I used a stock crank, scat 6 inch I beams, and Mahle flat tops for my bottom end. Now the top end everyone has different preferences, so....

Why change out the rods? LT1 rods have never been known to be weak.

was talking about heads/cam with my friend and we figured because of the high mileage to just go ahead and rebuild. looking at pistons, piston rings, rod bearings, main bearings, cam bearings, all gaskets, and oil pump. it'll be my first so any heads up for any issues/tips would be awesome. (also if i missed anything or if any of that is "unnecessary") the h/c package that i eventually put in will be the full kit as well

Dunno.. before I'd make that decision I'd do a leakdown to see what shape the top and bottom end are in. If you do want to rebuild back to stock CID, for you sake reuse the crank and rods. Nothing wrong with them. Use ARP rod bolts and you will be able to spin it to the moon if you want.

Because resizing the rods for ARP bolts is close to what it costs for a stronger 6" scat I beam that comes with arp bolts.

If the cost is less for the stock rods to be resized and if they check out then there's no reason to buy new. If stock rods can handle a big shot of nitrous in engines making north of 450rwhp with stock displacement then they can handle pretty much any N/A heads/cam combo in production today using stock displacement.

U should have another 100K mi left in that short block. Try a compression and then a leak down test and post your results so we can help you more.
