If the PCM tune includes a performance tune and not just fan temp setting changes, then yeah, you'll probably notice a little better performance. If you just mean fan temp changes and the thermo no, you'll not feel any more power. The car will generally run cooler though if everything else is working properly.

Compared to the car runing at around 210*+, yes, you will notice a gain in power. Once my car past the 200* mark, power would start droping off. If it got to over 220, I had trouble spining the tires at a stop light. When I took it to the strip, had to drive about 2 hours, the last part being stop and go. The last portion of my drive was awful, the high temps were killing the power. I could hear the fans kicking on, meaning it was over 220*. After it sat in the tech lines, and then the staging lanes, it had cooled quite a bit, and ran more powerful.
But I would think your tune was more than just a fan temp change, so I would have to say you will feel a power increase.

While you're opening up the cooling system, why not go ahead and do the tb bypass, keep the intake charge a little cooler...
I don't know whether this is a mod that can be exploited with a pcm tune, but I'm sure others do.
