I can't see why it wouldn't turn on. What was the tape covering? Or was it just holding the IAC plug in? Alot of the clips break off on some things, like on my LT1 and TPI the IAC clip is broke off. It pushes in and stays due to the weather-pack rubber gromit on it, but I could see why someone would tape it for further insurance.
If the clip is broke, did you plug it in right? Might be grounding the PCM or something (that's totally coming out my ***, I'm just guessing)

The IAC is mostly for Idle control, it should not keep the car from starting. Will it turn over? Does it have spark? Does it have fuel? What have you checked?

If the IAC is not working yes it can make it very hard to start at times
Un-plug the IAC and turn the car on. Then turn the car off and plug it back in. turn the car back on for at least ten seconds and then turn it off again.
This will reset it Iac Park Position
If you at any time had the IAC plugged in an turned the car on it could have un-screwed it self and may no longer be any good.
Good luck!

How can the IAC be a vacuum leak. All it is an air passage that the PCM controls. It leads from the front of the throttle body, to in the intake. I agree if the IAC is not working and stuck shut, it could cause hard starting, but it should still attempt to start.

See the Tube going under the TB from the PCV?
Yeah that is un-metered air going straight to the IAC
IF the IAC is tuck open or open to far it will not start well or at all

On a SD motor, it wouldn't matter as much, if any. But on a MAF car, like the rest of you folks have, is a diff story.
Me <heart> SD lol
I suppose a way to check is always to unplug the MAF and start the car *shrug*.
