Well as far as Navy guys I just put on E6 a couple weeks ago, out of my whole command only 2 of us made rank. My "frocking" ceremony was kinda weird being that there was just me and another person who made E4, when I made E5 there were like 20 of us.

It was only my 2nd time testing so I'm not that upset but damn.....less than one point.

I never really understood the whole Navy promotion system. It seems so complicated. I like the idea of testing so you HAVE to want it and prove that you know your job, but it seems like it could really screw people who were out on float or other types of deployment alot. Seems (in my limited view) that it favors anyone on a land tour.
