installing power window/locks
#4
yes it is very possible however it is very time consuming and very expensive. i did this in my 96' RS Camaro. If i were you i would take it to a car audio place that will do it howver if you want the factory look; get them the conrtols for the door yourself and go to a junkward and get them a good amound of wiring from the doors where they connect to the controls... a good 24" will make them happy. It isn't cheap either.. look to spend a few hundred.

Power windows on the Camaros are total ***. I thought I would never say this, but I rather have manual windows than power(WTF did I just say that?).
As far as the power door locks. You should be able to get some after market actuators and use them. They are cheap and fairly easy to install(but you will not have the factory switches).

And for the slow or burning out motors, do the autotrix + aftermarket motor and no more problems with that side

Maybe you can fix the passenger side, but the driver side will still suck. I have been pulling my window up and pushing it down for the past few months because I haven't felt like replacing it yet. I would stick with the manual windows for these cars.
