Default Nitrous for towing

Hey Guys,
I have an idea…. I have a 2000 Chevy Silverado with a 6 liter engine that I use to tow a 9600 pound toy hauler. My thought it to use Nitrous to help get over the steep passes. All the kits I have found don’t engage until wide open throttle, I would like to use it to maintain a constant speed up hill. The second problem I’m finding is RPM’s. All the information I have found say not to use Nitrous at low RPM’s. I would like to maintain an engine speed of 2000 RPM. Can a Nitrous system be modified to be used this way or is Nitrous not this versatile?
