IMO no, it just plugs into the connector under the steering colum right? You could just put a resistor in the connector matching your nominal key pelet value.

I work for ecklers, and they do work, but if you have a soldering gun and a basic knowledge of electronics, you can make your own. If you screw up something that goes to the BCM, get ready for a hard fight.

i believe if you do a search on google there is a site out there that gives you the exact bands that it will tolerate
it is always possible to retrain your car to accept another key combo.

ok, heres what i just did. i took and unplugged the connector, put the key in and checked the wires from the key cylinder with the multimeter. i believe i should have gotten the same reading as the key, but i got nothing. does this confirm a broken wire in the column area?

From the GM service manual for his vehicle
Body Control Module (BCM) Programming/RPO Configuration
Important
Any new BCM will automatically program to the resistance of the ignition key being used at the first ignition ON cycle. This can only be done once for the life of the module.
The BCM can only be programmed to one ignition key resistance. All ignition key resistances must match.
A new BCM is not programmed. Before the system will function properly it must be programmed to the code that matches the customer's keys.
Insert one of the customer's keys into the ignition cylinder and turn it to the ON position. Start the engine at this time in order to verify system operation.
Observe the SECURITY indicator lamp for the following conditions:
The indicator lamp lights steadily for approximately 5 seconds and then goes out. This indicates that the BCM is programmed properly.
The indicator lamp flashes at a rate of one flash per second until the ignition is turned OFF. This indicates that the BCM did not program and the system should be checked for a fault.
It looks like it will not learn a new key value
