Default Locked PCM's? What to do?

I have a couple locked PCM's I want to sell.... but obviously can't with them locked. I got them used from various cars I have parted out and not sure who locked them; however I had a local tuner try to read them and they are indeed locked.

Do I toss them? Any other options?

Dunno if a TechII can do a full stock rewrite with
them locked, or not. The cost of it at the dealership
might suck all the profit out of them, even if.

Somebody who wanted to rework the hardware
(like I've seen someone selling a dual-flashPROM
setup so you can switch tunes, with a socket pair
on a mezzanine) would not care about the flash
being locked.
