Can't get trouble codes

Can't get trouble codes I've tried to get the trouble codes out of my 94 trans am with a scanner ( a cheaper one, those from wal mart) and with a paper clip but the only thing that happens is the fan turns on and no codes or blinking. any ideas?

OBD-1, if you jumper the mode select To Gnd. in the ALDL connector you should get the fan as well as at least a code 12 (flashed on the Check Engine Light). Does the Check Engine Light come on steady with just the ign. on?
