Default Trans AM turn signal - not blinking

I just picked up a 98 Trans Am saturday. The right turn signals work fine but when you go to turn the left ones on the light up and stay lit-no blinking. the parking light/turn signal bulb up front is getting brighter and the rear is too. Maybe I need to go read "Cars for Dummies" really quick but I figured this would be the best place to get an answer. I tried a quick search but found no suggestions.
Any help is appreciated.

When it happened to mine, it was just the bulb, replaced the bulb, and had the blinkers back (it happened to be the front DRL/turn signal on mine)

I noticed the dash indicator will stay on does that mean the one that is working will stay on? just curious because I noticed that is one thing I need to fix on this car.

when the dash light doesn't flash, one of the turn signal bulbs on that side is out

Most of the time it's the bulb. Check your sockets also because it does corrode up inside there from the rain.
