Default WEIRD CRAP in the WHEEL WELL

The wheelwells in the rear have this weird grayish texture. it honestly looks like the previous owner drove the car through wet cement and it dried and caked on in the wheel well.. I tried picking away at it but its hard as a rock. It covers almost everything in the wheelwell expect for a few places..it makes me think that its gravel/mud/dirt and whatever else caked on over the years. Any comments?
