If you don't have rear O2s, they need to be tuned out or sims put in. You can have 1 "not ready" only. If the exhaust is not too loud with the cutouts closed they probably won't check the cats. I have O2s and AIR system tuned out (do have high flow cats) and have never had a issue getting inspection. They do the basic safety stuff.

It depends on a lot of things. On if you're in an emissions testing county, if you have check engine lights on, and how much your inspectors cares.
Emissions + check engine = fail
Emissions + touchy inspector = fail
Non emissions + touchy inspector = fail
Emissions + check engine = fail
Emissions + touchy inspector = fail
Non emissions + touchy inspector = fail

so, did you get a tune w/ o2s deleted? If not, your check engine light is prob on.
Anyways, it really depends on the inspector. Back when I was an inspector, I wouldn't get under the car and check for everything. I would only check if the car was loud (no mufflers) or smelled like gas (no cats).
Other than that, if all your lights works - no cracks in the lenses, emergency brake holds you car at a 1-2k rpm rev, no check engine light, gas cap gasket isn't destroyed, and your windshield wipes aren't torn, you should be good to go.
And don't bother removing the check engine light bulb from the dash if your CEL is on, they check to make sure that is working also doing key on/no run.
All dash lights have to work also (turns sigs, brights, brake, CEL)
I might have left something off, It's been about 6 years since I was an inspector.
