Its forbidden because its something your supposed to pay to use. There were alot of people having other people get carfax for them and carfax found out, and im sure wrote a nasty letter to the owner(s) of the site threatening to sue.
Carfax probably has something in their paperwork saying your purchasing the right for YOU to check vins, not to check other peoples. Lame i know... but thats how it goes.

Yeah carfax is cool, it helped me understand my car when I bought it but I had no idea just how shitty the guys at the auction lot or the second owner had treated it till my rear end went and then my trans took a **** on me.
Good news is my car only had 50k miles on it when I bought it....
