Moving to San Diego. I want to pass emissions legally. Gonna need help!

Moving to San Diego. I want to pass emissions legally. Gonna need help!
So here is the basic setup, I don't know what is important, so I'll name what I can:
1998 Trans Am
Intake:
Lid, Ported TB, LS6 manifold to accept EGR
Engine:
383 Stroker
Heads that flow 310 (don't remember the exhaust numbers)
Cam - 230/235 ~600 114+4
Exhaust:
I will be moving to shorties with 50 state cats, LTs right now
3" after the cats, or at the y, depending on the new setup.
So other than the move to CARB shorties and CARB cats + a tune from someone in the area who knows what they are doing (any suggestions in SoCal would be appreciated), what will I need to do? Is it possible to pass with that cam tuned right, or do I need to go smaller on the cam?
So whats the verdict? What needs to be done?
I'll take the cut in power over spending anymore time in this god forsaken Mormon-ville (I was brought up Mormon and stayed that way for about 22 years - plus they won't take your name off of the records so I guess technically they still count me , so I figure I'm good to dog on "them").

Simply put....no lol....put a stock LS1/LS6 in it. Otherwise you'll need to lose the cam, most of your exhaust, complete retune, I'm not even sure you can pass with a 383. You can apply to legally "modify" and adapt your vehicle to a later year. (02's didnt have EGR and all the AIR ****) That would be the easiest way.

Hah! Someone who tunes and is even somewhat close. My wife will be having us get annual passes for Disneyland-and there isn't a Fire and Ice in SD, so I'll be going there at least once a month. DAMNED good food! So we will be really close to you probably a couple times each month. Excellent! Like I said, I want to pass legally!
Also, looking at my other mods, is there anything else I could do to make up for the lost power and still pass?

Considering that 16 states have adopted Cali standards, and the Obama administration that I agree with, but frustrates me none-the-less, has mandated that the remaining 33 states adopt Cali standards by 2016 through moving the federal standard to meet the Cali standard. Eventually I'm going to have to do this anyway. Maybe I'll keep it registered in Utah, at my parents' address, or my sister's address, or at my in-laws' address until the time comes. None of them will ever leave "The land of Zion."

Ummmm, therein lies the problem. I pay triple carbon credit because of the car even though I only drive it about 2k/year. I pay as though I drive 36000/year. My liberal friends suggestions are almost always: who cares, carbon credits are a scam anyway. Use the extra money to get it deeper into the 9s, so I know I may be making a mistake paying for them. I am a member of Green Peace, The Sierra Club, The ACLU, and I pay carbon credits on everything I do. I am a damned tree hugger and a hypocrite.
Besides, I plan on keeping the car for a long time. With all of the by hand work I've done and how much I like the car, it'll be around and with me for a long time. That is what my wife is pulling for. Allow myself this one vice, and keep paying the credits on it. Then, when the time comes, I move down on the cam and headers and I have permission to get a CARB procharger! This is turning into a good thing!

You are in the same position I was in when I moved to California.
I decided to leave my firebird registered to my sister's house out of state, until the motor goes. Then I plan to buy a LS7 and put stock fbody exhaust/emissions on it. It won't make near the power I am making now but should still make for a fun street car.
