Well, for starters the engine can not be older than the vehicle model year (say a 1998 LS1 in a 2002 Camaro) or putting in a truck engine in a passenger vehicle (say a 6.0L in a Camaro). It can be newer (like an LS2 in a 2002 Camaro), but I am not sure about stroker versions. There is nothing regarding boring, but that is actually allowed, nor anything regarding stroking, I am not sure if this is allowed or not. You can put in any passneger engine in a truck, so long as it is of the same year or newer (say an LS2 in a 1999 Silverado).

Smog is based on a "parts per million" test so a stroker engine is not a problem and does not increase emissions, a cam larger than 224@.050" will be tough to get past the sniffer but it can be done. I have done MANY engines that pass and make great power, you just need to know how it all works.
