I currentley live in San Diego, CA... and we all know that CA smog restrictions suck ***... are Arizona laws similiar? or is it one of those states where you can do pretty much anything you want to your car?

OBD2 cars don't do smog... no codes no problems.

it's easier for them to scan your car rather than hook it up to the smog machine, if you don't have any codes, they have no reason to do any sort of visual or smog, because in their minds, if you didn't have cats or AIR/EGR, the scan would tell them so... what they DON'T know is that we can have these codes deleted.

last time i got emissioned i passed with no cats/EGR/AIR/rear o2's.

not sure exactly, but i think your only options are 1 year, or 2 year tags.

Its no problem, get a good tune on the car and make sure your SES light isn't on and you pass. Even if they fail you for the visual just go to another place and try again.
