how is 100% volumetric efficienty obtained

With the right port velocity, the right cam overlap, and everything else.... >100% can be achieved N/A.

you can achieve it on a stock ls1 cam with just intake changes and some good exhaust...

F1 BMEP @ power peak is excellent but not really better than ProStock. So F1 is getting similar VE to PS.

FWIW, mr2guru, calculate the torque/cubic inch @ hp peak for :

1) 3.0L(183 cubic inches) V10 with 950 hp @18,500

2) 500 cubic inch V8 with 1400 hp @ 9500

F1 petrol is near pump gas as far as octane, but it has many differences. It's also different for each team.
