a paint shop would probably do just the CME for around 2-300

If your car is nbm it cant look as bad with the unpainted valance than it will with no valance and just cme tips. Theres a thread somewhere on here of someone with a nbm camaro with the black unpainted valence and cme tips and it doesnt look bad considering its a temporary thing. I know ill probably just slap on the unpainted cme valence on my car when i get it along with my cme tips considering the car needs new paint anyways and I wont have the money any time soon for paint plus theres other priorities for the car before paint.
EDIT: I found these with an unpainted valence but its not the one I was speaking of:

Hope that gives you an idea!

The black valence isnt going to stand out very much on Navy Blue. I would just get the valence and exhaust installed now and worry about painting it later.
But if you really dont want to put the valence on untill you get it painted, then i would get the exhaust installed. Knock something out of the way, instead of trying to install everything all at once. I personally think it takes alot longer when you try and install everything all at once then if you take it piece by piece. You still see the 90% bends hanging low w/ the valence on most CME setups anyways, so i dont see the problem just doing your system now and valence later but like i said, black dont stand out much on navy blue. So personally i would install valence and get exhaust done. Just my opinion though....
